Kenny, Walking backward and twisting of the body are a couple classic symptoms of PMV. Are the dropping watery with just a bit of fecal matter in the center? Is the bird losing weight or showing signs of losing control of its legs? Neck twisting?
Based on what I see in the video I would guess PMV first or possibly Paratyphoid second.

Ever since he was feathering out he has had almost like extra flex in his neck. He flies around when he is out. When he was on the floor of the breeder loft he would look straight back over his back instead of cocking his head to one side. I just noticed his tail feathers were a bit too ragged and I investigated and found this behavior. He is losing weight because when he (convulses) he loses the seed in his mouth. He is three and a half months and this isn`t new as far as I know. I think PMV would have killed him by now.
Terminal roll down?
No he doesn`t roll yet.Just makes a few rounds. He is brother to three other hatchlings. All normal. If it were passed by the parents the others would have a similar malady.
Still lost.

I don't really know what to say, but i have a parlor does the same. i don't know whether this bird can fly or not, which didn't show in the video. could be a parlor mix with roller or a roll-down.

I would say:
A. Sensory overload
or
B. He had parathyphoid at a very young age which affected the central nervous system.

It appears to be wanting to eat quite vigorously which usually is a good sign it isn't sick. Probably just a nervous disorder, either way its doomed to be a cull no matter how you look at it.

Thanks Guys,
I have had several responses from different sources and the concensus is a neurological defect. The bird was healthy as he could be with this condition. Unfortunately the quality of life and the utility of this bird in my program forced me to humanely euthanize this little fellow. Always an unpleasant task.
