Tho these are the limited number of birds you can fly in a kit, when and who decided on these numbers, and why these amounts?

Jerry, I should be 16 minimum and 20 maximum. At 15 you can not score with an out bird.
You decide. Most will error on too many. Either adding birds that are too stiff or are questionable in kitting. Both will deter from your final score.

Jerry,
Too few birds affects the performance adversley as does too many. For me I have found that for me 10 would be the low side and 27 the high side. Once the numbers get outside of those parameters the performance begins to deminish.
For competition Maxspin(Keith)is pretty well right on.

I understand the concept, but I guess my wording was out of line. My question should have asked where did these numbers originate, and from who, and why? The question wasn't directed towards myself, but the rules for comp.
