You have a good idea Ray, now we need the list. The sooner the better so they can get ready for the upcoming fly's. You will also need guys who are willing to show there lofts to who are willing to learn.

Guys,
The average score would be easy to do. At each flyers house there are an RD,a judge and a flyer. Three participants. If there are spectators,pick a short straw and let one of them judge instead of the flyer. Average the raw score,let the judge determine the Q&D.

I am a firm believer in working with what you have. In order for any changes to be made we have to come up with a practical easily implemented solution.
Personally I think that judges should be certified. It should also be mandatory for all RD`s to have the internet and correspond with all of the members of the region about al matters. There have been votes in the past few years and I have no clue as to how my RD voted. I was called once and asked my opinion but never heard the results.
