I'm no expert but it has to do with the effects of white on the head causing the pigment in the eyes to distort - which causes it to turn all black. Well, it think that is how it works. Birds like Balds and Badges would have white on their head.

Again, not a expert...

Bull eyes are found only in birds with the pied gene. Baldheads, partially balds, and whites will show bull eyes only.

There are no experts here(LOL)

Bull eye is an expression of the white carrying accross the eye. White is an abscence of color so too is the bull eye. It is seen mostly in birds with the pied gene though it will occur in solid color birds also.(Sorry Nick) I think it is Arabian trumpeters that are bull eyed in selfs. Not really sure but one breed.

Normally Bull eye will only appear in birds with white around the eye. You can have one eye bull and the other one normal. Mating two birds with a lot of white will increase the amount of white thus increasing the chance of bull eye. Too mating red grizzle to red grizzle will create bull eye white.

Lots more but my finger are tired.

It is said that the result of a bulleye is the underlying marking passing over the eye, a marking we cannot see and of course is void of melanin.
There is a breed of pigeon in Russia that is a black self with black eyes. They look like crows...lol
