After reading what Cliff says about regions that he thinks are cheating to get a qualifier in the Fall Fly I am gonna call a meeting or Contact all the Flyers in region 14 and talk to them about sitting this years fall Fly out.
as everyone knows region 14 is small and we do everything we can to Participate but somtimes things happen (sick Birds, work schedules, over flys, ETC. ) and some Flyers in a region may not be able to Fly .
well after reading Cliffs comments on how he thinks that regions are cheating by not Flying I dont think its fair for someone to pay there entry fee and be called a LIAR because they didnt Fly two Kits .
Thanks Cliff for letting us know how our NBRC Fall fly Director really feels about the regions that are struggling to participate in the Fall Fy.

Buzzard, Those are George's words. I never said anything of the kind. (Learn to read, George.) Read it for yourself in the 11 or 20 bird thread if you have not done so already.
George, I think you may be confused. Let me try this again, in case you missed my post to Scott when I said, "The NBRC knows full well the hardships that can be involved in men's lives. It is not fair to a small region to set up a finals, get a judge, have exactly the right number of kits to get one qualifier... and at the last minute a guy must pull out. His wife gets sick, a kid must go to the doctor, the guy is called in to work or out of town, any number of good reasons. So should the other men in this fly suffer, should this region not get a qualifier? The NBRC says they should get a qualifier. All flyers intended to fly so the DNF is counted towards the qualifier numbers. Usually the DNF's are small in numbers, in the FF 2007 the national average was a little over 3 kits per region. Even my region had 3 kits that could not be flown for one reason or another. We have to have a way to bend to these unpredictable things that come up. That's life! From what your RD said, your region understands the NBRC fly policy as it was intended. I am beginning to think we are arguing over semantics and not differences of opinions."
In the FF 2007 Region 14 got TWO qualifiers and flew 13 kits and received 7 DNF's. Although you have double the national average of 3.4, You may have had some bad luck. The large number of DQ's may evidence that problem. I see nothing wrong here. As long as each region is honor bound to try to fly, intend to fly the kits entered. There will be no questions asked. You look to have a good group of flyers and you should have no problems getting 2-3 qualifiers in the next fly. The NBRC understands the necessity for a few DNF's. All, but two regions had them. Things like that happen and DNF's have their place in our fly policy. The NBRC has no 50% kits flown rule. As long as that difference is understood and men fly or try to fly their kits, all regions are securing their qualifiers through fair competition and things are good. The problem comes about when there is the appearance of a region buying (NOT COMPETING BUT BUYING) a qualifier over the one they flew for. In the WC that is accepted as long as the kits exist, that are not flown. This NBRC FLY POLICY the same fly policy all NBRC regions have flown under for years including the last 3 , I have overseen. If you flew last year and enjoyed the fly, nothing has changed for this year. All I have done was remind the guys that the NBRC fly policy and the WC, have different rules concerning how qualifiers are calculated. As long as that difference is understood, that is all I ask. From then on out the honor system takes over. If there ever comes a time, when the NBRC needs to change the fly policy to keep all regions on the same page, it will take what ever action it needs to, just as the WC had to adjust their fly policy. Right now, from looking at the fly stats for last year, the NBRC fly policy is being followed by a large majority of the regions, most regions understand and abide by the NBRC fly policy as best they can.
The NBRC fly is open to all NBRC members who want to fly and have their kit or kits evaluated. The NBRC fly policy has been stated and restated. All long as each flyer intends to fly at the time he enters, there is enough flexibility to address any misfortunes that can happen to the flyer or his birds. The WC allows for 3 kits to be ghost kits in the early years of a new region. The NBRC does not say that in so many words but if a small region is making every effort to fly as many kits as they can, they have entered 10 kits and fall a few short being flown, due to unforeseen circumstances, you have met the goal for one qualifier. If you have any questions about the fly rules or fly policy, it may save you time, if you just call me.
