I wouldn't worry about the cold. They will bathe in any weather.Epsom salts are good or ACV.

Jerry,
ACV is better for them in the water as they will drink it and the natural kind with mother(sediment) in it is the kine.
Kim,
Borax eh?Hmmm,,,mix that with sugar and it kills ants.I'll stick wiith the epsom salts, seeings how the birds drink their bath water.Salts in moderation won't kill anything(kinda like a natural preservative) but do make the environment(feathers) less hospitable.Just my view on it.

Be sure if you use Borax, that you use "Borax" not "Boraxo". I have used Borax plus sevin (permethrin) in my bath water for several years and had no ill effects on the birds. The minute amout they may drink doesnt contain enough anything to do them harm. Borax is used by taxedermists, especially in bird mounts to keep out bugs that destroy the dried skin. I dont think Borax kills the insects but repels them. Just remember use Borax, like the 40 mule team stuff, not Boraxo.

I use a pigeon bath salt.. It does not hurt the pigeon if they drink it and it kills lice. The birds love it. Im sure Tony sells it
