I see the band says 2008. Could it be that it is just too young to begin breeding?

If the father carried blue, this is a hen(no black ticking). If both parents are Ash Red only, this could be either a cock or hen. If this was off my Ash Red Ruby Roller stock, I would say it was a hen.
Based on your description of its lack of mating behavior with a cock or a hen, I would say it IS a hen who has not reached maturity yet. I have found that quite often, when a hen has not reached maturity and is pursued by a cock, she will fight him off, perhaps giving the fancier the impression it is a "MALE".
Based on this picture and your description, this is a hen. Give her until she is 6 to 7 months and then put her with a cock. But not until then. I have also seen where some hens, just don't want anything to do with courting, it is these hens that should be paired with an aggressive male to drive her to the nest and take up parenting responsibilities. ---------- FLY ON! That looks like one of my birds......LOL....Tony is right...check the ticking in the tail...lots of little black lines...like someone took a sharpie and poked it all over the tail...
It looks like a hen to me too...she may be to young...if she has been in a kit box..feed her up and let her get a little fat....Kit birds are like gymnists (female)...they usually stop menstrating while in tip top shape...same with kit birds..tip top shape...not ready for a man....and during the Winter..usually the old hens are ok to mate..and young hens take awhile....I had a hen that Dwight Wallace bought at an auction and it took forever for her to mate up....anyway...feed her up and quit flying if you want her to mate...
