Because right now it doesn't get completely dark throughout the whole night here and hawks and falcons are usually sleeping around that time. So could I let the birds out at around nine or ten or will the owls be a huge problem to them?

Yep, owls will come next. Pigeons can see uv light, but I don't remember them able to see infrared. Night flying might also be bad because they might get lost more.

if you want night flying birds get some homers. the army used homers to carry messages during the night so that they wont be shot down by the enemy, -fou

I was at Rick Mees old house and he let out a kit late, dusk. When it got dark Rick had lights on so the birds could see the kit boxes. When out of the dark and into the light came multiple attacks on the pigeons from owls. It really scares the s--- out of you when you first see it cause they are really low when they attack. As I remeber Rick lost 3 or 4 birds from that kit.
